This bill amends existing Idaho law regarding the composition of public health district boards, making several key changes to how these boards are structured and appointed. For districts with fewer than eight counties, each county's board of commissioners must now appoint at least one board member, and with the exception of a designated physician seat, these appointees must be currently elected county officials from the appointing county. The bill reduces the standard board member term from five years to two years, and modifies the removal process by requiring at least a two-thirds vote of county commissioners (instead of a simple majority) to remove a board member. The physician seat remains a requirement if such a professional is available to serve, and board members must still be U.S. citizens, Idaho residents, and chosen with consideration of their knowledge and interest in public health. The bill also clarifies that if an appointed board member who is a county commissioner leaves office, their county's board of commissioners can declare the position vacant and appoint another current county commissioner to complete the term. The bill will go into effect on July 1, 2025, and is being implemented under a declared emergency.
