The guide must be published both online and in print, with the first edition to be released by January 1, 2026. The bill aims to help Texas consumers better understand their health coverage options by providing a comprehensive, accessible resource that explains complex health insurance concepts in plain language. The law will take effect on September 1, 2025, giving the Texas Department of Insurance time to develop the first reference guide.
