AI Summary
This bill provides protections for victims of domestic violence or sexual assault by allowing them to terminate their rental agreements without penalty under specific circumstances. The legislation enables a resident who has been a victim of domestic violence or sexual assault to end their rental agreement by providing written notice to the property owner, along with supporting documentation such as a protective order or a letter from a victim services provider. The bill requires that the violent incident occurred within the previous 30 days, unless the owner waives this limitation. Victims can terminate their lease without incurring early termination fees, and they will only be responsible for rent owed up to the termination date. Additionally, the bill provides safeguards for other residents on the lease, allowing them to be released from financial obligations and potentially enter a new rental agreement. The legislation also introduces provisions that prevent the person alleged to have committed the domestic violence or sexual assault from accessing the property without law enforcement escort and allows the property owner to refuse them access to the dwelling unit. Notably, if a resident is found to have falsely filed an order of protection, they can be liable for treble damages. The bill aims to protect victims by providing a legal mechanism to quickly and safely exit a rental situation where domestic violence or sexual assault has occurred, while also establishing clear guidelines for property owners and other residents.
