This bill requires the existing Interagency Council on Homelessness to collaborate with LGBTQ+ community representatives to improve services for LGBTQ+ individuals experiencing homelessness. Specifically, the council must identify recommended policies and best practices for providing inclusive and culturally competent services, develop recommendations for educating and training service providers, expand data collection to better understand LGBTQ+ experiences in homelessness programs, and work to prevent discrimination, harassment, and violence against LGBTQ+ individuals in state-funded homelessness programs. The bill defines "state homelessness programs" as those funded partially or fully by the state with the purpose of addressing or preventing homelessness. By July 1, 2027, the council is required to submit a report detailing these recommendations to the Assembly Committee on Housing and Community Development and the Senate Committee on Housing. This legislation aims to address the unique challenges and vulnerabilities faced by LGBTQ+ individuals experiencing homelessness by promoting more inclusive and supportive services.
