This bill prohibits the University of California (UC), California State University (CSU), and California Community Colleges from denying student employment based on a lack of federal work authorization, unless federal law or a grant condition specifically requires it. It also directs these institutions to consider a federal law prohibiting the hiring of undocumented noncitizens as inapplicable to state government branches and deems student employment as an authorized benefit under federal law. The UC, CSU, and community colleges must implement these changes by January 6, 2027, with the UC's application subject to a resolution by its Regents if deemed inapplicable. The bill also includes provisions for state reimbursement to local agencies and school districts for any mandated costs.
