This bill requires the California Student Aid Commission to convene a workgroup by April 1, 2026, with representatives from all segments of postsecondary education, student organizations, and experts, to develop a standardized financial aid offer letter template. The workgroup will identify common terms, definitions, and structures used in financial aid offer letters sent by educational institutions. By July 1, 2027, the workgroup must create a uniform financial aid offer letter template and submit a report to the Legislature detailing the template. Starting with the 2028-29 academic year, all qualifying institutions participating in the Cal Grant Program will be required to use this standardized financial aid offer letter template for all conditional offers of attendance. The goal of this bill is to create more transparency and consistency in how financial aid offers are presented to students, making it easier for students to understand and compare financial aid packages from different institutions. The bill also makes some minor technical changes to existing education code provisions related to student financial aid eligibility.
