This bill requires the Secretary of State, in consultation with the Secretary of Defense, to develop and submit two key documents within 180 days: first, a comprehensive report analyzing the Comprehensive Security Integration and Prosperity Agreement (CSIPA), and second, a strategy to increase CSIPA membership. The report must include an in-depth analysis of CSIPA's strategic benefits, such as improving military readiness in the Middle East, enhancing economic interests, and building regional alliances. Specifically, the report will examine CSIPA's role in responding to recent Houthi attacks in the Red Sea, leveraging the U.S. Navy's Fifth Fleet in Bahrain, and exploring how the framework can be modified to foster broader regional security integration. The strategy document will outline how to engage allied countries in and outside the Middle East to join CSIPA, including specific steps the Administration can take to expand membership. Both documents must be submitted in unclassified form, though they may contain classified annexes, and will be delivered to key congressional committees, including the Foreign Affairs and Armed Services committees in both the House and Senate. Additionally, the Secretary of State must provide a briefing on implementation plans within 60 days of developing the strategy.
