This bill, known as the Healthy Poultry Assistance and Indemnification Act of 2025, amends the Animal Health Protection Act to establish a compensation program for poultry growers and layers located in "control areas" designated by the Animal and Plant Health Inspection Service (APHIS). The bill defines poultry broadly to include domesticated fowl bred for egg or meat production, such as chickens, turkeys, ostriches, and various other bird species. Under the new provisions, if a poultry growing or laying facility is located within a control area and is prohibited from operating, the facility owner can receive compensation equal to the average income from their five most recent flocks, multiplied by the number of flocks they were prevented from raising. The compensation is limited to the difference between this calculated amount and any other compensation received from state or other sources. Owners must submit a request for compensation within 60 days, and the Secretary of Agriculture will have the final, non-reviewable authority in determining the compensation amount. The bill also includes exceptions similar to existing animal compensation provisions and prevents owners from receiving duplicate payments for the same facility and time period.
