This bill establishes the Honor and Remember Flag as an official national symbol to recognize and honor members of the United States Armed Forces who have died in the line of duty. The legislation requires the flag to be displayed on specific days, including Armed Forces Day, Memorial Day, Flag Day, Independence Day, National POW/MIA Recognition Day, and Veterans Day, at prominent locations such as the Capitol, White House, national memorials, national cemeteries, government buildings, major military installations, Veterans Affairs medical centers, and US Postal Service post offices. The bill acknowledges that over one million US service members have sacrificed their lives since the Revolutionary War and that previously, no official symbol existed to recognize fallen military personnel. The flag, created by Honor and Remember, Inc., must be displayed in a manner visible to the public, though no employee can be required to report to work solely to display the flag. The Administrator of General Services is tasked with procuring and distributing the flags within 30 days of the act's enactment, and relevant government departments must establish implementation regulations within 180 days.
