This bill amends Minnesota's existing law regarding weapon possession in state buildings, specifically the Capitol complex, by adding a new exception that allows certain retired peace officers to carry firearms under specific federal guidelines. Specifically, the bill modifies section 609.66, subdivision 1g, to create a fifth exemption to the existing prohibition on possessing dangerous weapons in state buildings. The new exemption permits licensed and retired peace officers to carry pistols in Capitol Area buildings, provided they do so in compliance with United States Code, title 18, section 926C, which governs the carrying of concealed firearms by qualified retired law enforcement officers. Currently, the law only allows active peace officers, persons with carry permits, those displaying weapons as evidence, and individuals with express consent from law enforcement to possess weapons in state buildings. The bill will take effect on August 1, 2025, and will apply to crimes committed on or after that date, giving retired peace officers additional legal protection when carrying firearms in state buildings within the Capitol Area.
