This bill addresses the transfer of student permanent school records and disciplinary information between schools. The legislation requires that when a student transfers to another public school within their district or to a different school district, their complete permanent school record, including all disciplinary actions like suspensions and expulsions, must be transferred with them. Schools are now mandated to obtain and review a student's full disciplinary history before accepting a transfer student. If a student is currently pending expulsion or serving an expulsion period, schools have the right to deny their transfer. Each school must designate at least one certified staff member to verify the accuracy of transferred records, and individuals who knowingly provide false or incomplete information about a student's record can be found in violation of the Code of Ethics for Arkansas Educators. The Division of Elementary and Secondary Education is tasked with developing procedures for record transfers and creating rules to implement these new requirements. The bill aims to ensure transparency and provide schools with comprehensive information about a student's disciplinary history when they change schools.
