This Study Bill, also known as HF 649, aims to broaden the definition of "services" within the context of human trafficking laws in Iowa. Previously, the definition required an "ongoing relationship" between a person and an "actor" (meaning the trafficker or someone benefiting from the trafficking) for the performance of activities to be considered services. This bill removes the requirement for an ongoing relationship and instead defines "services" as simply performing activities under the supervision of or for the benefit of an actor, explicitly including commercial sexual activity and sexually explicit performances, thereby potentially making it easier to prosecute cases where the exploitative relationship might not be continuous.
