This bill repeals the Driver and Vehicle Systems Oversight Committee, which was originally established in 2019 to oversee the implementation of new vehicle and driver-related technology systems. The committee was composed of key legislative members from both the Senate and House of Representatives, including chairs and ranking minority members of transportation finance committees. Its primary duties included reviewing progress reports on the Minnesota License and Registration System (MNLARS) and the Vehicle Title and Registration System (VTRS), overseeing system implementation and decommissioning, and monitoring driver's license system developments. The committee was required to meet quarterly and receive detailed reports from the commissioners of public safety and MN.IT, as well as from system vendors and stakeholders. The committee was set to automatically expire six months after the full implementation of VTRS, with a requirement to submit a final report to the legislative auditor summarizing its activities and recommending changes to state driver and vehicle laws. By repealing this section of law, the bill effectively dissolves the oversight committee and removes its statutory mandate.
