This bill provides $10,000,000 in state bond funding to the city of Hopkins for creating two community hubs located in Oakes Park and Valley Park. These community hubs will serve multiple purposes, including recreational, educational, civic, and public uses, and will also function as emergency shelters during extreme weather events, power outages, and other urgent situations. The bill authorizes the commissioner of management and budget to sell and issue state bonds to fund the project, following established procedures outlined in Minnesota Statutes and the state constitution. The bonds will be used to predesign, design, construct, furnish, and equip the two buildings. The bill becomes effective immediately after its final enactment, allowing the city to proceed with the community hub development project.
