This bill establishes a Rural Airport Program that provides $10,000,000 in state bond funding specifically for local governments that own airports not qualifying for federal funding and not included in the Federal Aviation Administration's National Plan of Integrated Airport Systems. The commissioner of transportation will distribute grants to these airports, and the commissioner of management and budget will sell and issue state bonds to fund the program. The bonds will be issued according to existing Minnesota state statutes governing bond issuance (sections 16A.631 to 16A.675) and in accordance with the Minnesota Constitution.
