This bill establishes a new Iowa Family Planning Network through the Medicaid program, which will reinstate the same benefits and eligibility requirements that were previously in place under a Medicaid waiver approved in 2017. The Department of Health and Human Services (HHS) is required to submit a state plan amendment to the Centers for Medicare and Medicaid Services (CMS) for approval of this network. Subject to legislative appropriation, HHS will also be authorized to allocate additional funding to locations with high rates of sexually transmitted infections to increase awareness of the family planning network and its services. The bill includes two key divisions: the first division establishes the network and takes effect immediately upon enactment, while the second division repeals the existing state family planning services program.
