Bill Summary

Under current law, incorporated areas are authorized to allow the operation of golf carts on city streets by persons possessing a valid driver’s license. However, a golf cart is prohibited from being operated on a city street which is a primary road extension through the city but is allowed to cross such a primary road extension. Golf carts are not subject to the vehicle registration requirements under Code chapter 321 (motor vehicles and law of the road). This bill prohibits local authorities from prohibiting the operation of golf carts on city streets by persons possessing a valid driver’s license. The restrictions on the operation of a golf cart on city streets under current law remain applicable, including that golf carts must be equipped with a slow moving vehicle sign and a bicycle safety flag, must be operated only from sunrise to sunset, and must be equipped with adequate brakes and meet any other safety requirements imposed by the local authority.

AI Summary

This bill modifies existing Iowa law regarding golf cart operation on city streets by mandating that local authorities cannot prohibit golf carts from being driven on city streets by individuals with valid driver's licenses. The bill maintains existing restrictions, such as prohibiting golf cart operation on primary road extensions (though crossing such roads is permitted) and requiring safety equipment like slow-moving vehicle signs and bicycle safety flags. The key change is shifting from a permissive framework where cities could choose to allow golf cart street use to a mandatory framework where cities cannot outright ban such operation. The bill ensures that local authorities can still impose specific safety requirements for golf cart street use, but cannot prevent licensed drivers from operating golf carts on city streets. This change could potentially increase mobility options for residents, particularly in smaller communities or areas where golf cart transportation might be convenient, while maintaining basic safety standards for street operation.
