This bill increases the statewide tax on radio access lines, voice over internet protocol (VoIP) service lines, and switched access lines to support the 988 behavioral health crisis response and suicide prevention line. The tax will gradually increase from 24 cents per line in 2021-2022 to 80 cents per line starting July 1, 2027, for all three types of communication lines. The legislature finds that the 988 crisis line is critical for providing mental health and substance use disorder support, reducing emergency room visits, and minimizing law enforcement responses to behavioral health crises. The bill specifies that tax proceeds will be deposited into the statewide 988 behavioral health crisis response and suicide prevention line account, with expenditures prioritized to fully fund 988 crisis hotline centers and contact hubs. Additionally, 10% of annual tax receipts will be dedicated to establishing and supporting mobile rapid response crisis teams and community-based crisis teams, with up to 30% of that portion specifically allocated to teams affiliated with tribes in Washington. The funds cannot be used to replace existing general fund appropriations for behavioral health or Medicaid-covered services.
