This bill addresses pediatric healthcare insurance coverage in Oregon, requiring insurers, including the Public Employees' Benefit Board (PEBB) and Oregon Educators Benefit Board (OEBB), to provide equal reimbursement and coverage for pediatric care both in-network and out-of-network. Specifically, the bill defines pediatric care as health services for children from birth to 18 years old that address physical, behavioral, and developmental issues. Insurers are prohibited from reimbursing out-of-network pediatric care providers at a lower rate than in-network providers, and cannot impose additional out-of-pocket costs like copayments, deductibles, or coinsurance that differ from in-network care. Out-of-network providers are also prevented from charging patients more than the reimbursement paid by the insurance plan. The provisions will apply to health insurance policies, certificates, and contracts offered, renewed, or extended on or after January 1, 2026, and will take effect 91 days after the 2025 legislative session adjourns, aiming to ensure more affordable and accessible pediatric healthcare across Oregon.
