This bill directs the Legislative Commission to establish a Regional Rail Transit Advisory Working Group to conduct an in-depth study of regional rail transit during the 2025-2026 interim period. The working group will be composed of 13 voting members representing various stakeholders including labor unions, transportation commissions, local governments, legislators, and residents from Clark County, Washoe County, and other Nevada counties, with expertise in rail transit. The group's primary mandate is to examine the current state of regional and public transit across Nevada, assess the need for regional rail transit, investigate potential funding sources from federal, state, private, and nonprofit sectors, and identify public and private entities that should be involved in planning and implementing regional rail transit. By July 1, 2026, the Advisory Working Group is required to submit an actionable development plan and a comprehensive written report with findings and legislative recommendations to the Joint Interim Standing Committee on Growth and Infrastructure. Notably, the members will serve without compensation and are expected to meet at least monthly, with the bill becoming effective on July 1, 2025.
