This bill requires the New York State Department of Labor to develop and provide a comprehensive workplace rights document to minors who are seeking employment certificates or permits. The document must explain basic labor rights in plain, easily understandable language and cover seven key topics: child labor laws, wage and hour protections, worker safety, workers' compensation, paid sick leave, protections against retaliation, and the right to unionize. The department must make this document available on its website and translate it into the ten most commonly spoken languages in the state, or into any language requested by the minor. School officials who issue employment certificates will be required to include this workplace rights document with each certificate, and the document must be provided to the minor in physical form before or at the time of receiving their employment certificate. The bill aims to ensure that young workers are well-informed about their legal rights and protections in the workplace, and will take effect 60 days after becoming law.
