This bill requires all West Virginia high school students to pass two specific examinations as a prerequisite for graduation: a civics examination and the United States Naturalization Examination (often used by immigrants seeking citizenship). Starting in the 2025-2026 school year, students will be administered a test that is the same as or very similar to the civics portion of the naturalization test, which they must pass between 9th grade and graduation. If students do not pass the test initially, they will have opportunities to retake it at the beginning of each month during their junior and senior years. In addition to the test, students must also take a mandatory civics class that includes instruction on the West Virginia Constitution.
