This bill requires commuter bicyclists (individuals who primarily use bicycles for transportation to and from work) to complete and pass a mandatory bicycle safety course within one year of the law's effective date. The New York State commissioner is directed to develop a comprehensive safety course curriculum that covers key topics including bicycle and traffic laws, appropriate traffic behavior, hazard identification and avoidance, pedestrian and motor vehicle safety, bicycle maintenance, and injury prevention. In developing the curriculum, the commissioner must consult with various stakeholders such as transportation officials, state police, medical professionals, and bicycle safety advocates. The bill also authorizes the commissioner to approve internet-based safety courses, provided they include methods to ensure student attendance throughout the course. Additionally, the commissioner must establish a system for tracking and replacing bicycle safety certificates, and is permitted to require any approved course provider to do the same. Bicycle commuters would need to obtain a safety certificate by completing an approved course, with the goal of improving cyclist safety and awareness on roadways.
