This bill establishes the Building Better Futures Program to support educational and occupational skills training for students with intellectual and developmental disabilities at higher education institutions in Texas. The program aims to create inclusive, age-appropriate learning opportunities for students with disabilities by allowing eligible institutions to develop specialized comprehensive transition and postsecondary programs. To participate, institutions must be approved or seeking approval from the U.S. Department of Education and develop a selective admissions process. Student eligibility requires U.S. citizenship or permanent residency, Texas residency, a diagnosed intellectual or developmental disability, ability to participate in inclusive settings, and demonstration that they are not a danger to themselves or others. The Texas Higher Education Coordinating Board will administer the program, potentially through a competitive application process, and may award funds to eligible institutions to support program development. Importantly, credits earned through this program cannot be transferred to traditional associate or baccalaureate degree programs. The board can use legislative appropriations, gifts, grants, and donations to fund the program. The bill will take effect either immediately with a two-thirds legislative vote or on September 1, 2025, if immediate passage is not achieved.
