This bill directs the North Carolina Department of Transportation (NCDOT) and the Department of Environmental Quality (DEQ) to conduct a comprehensive study of the state's Safety and Emissions Inspection Program. The departments are required to examine various aspects of the program, such as its background, comparisons with other state programs, financial analysis of inspection fees, current program statistics, and the impact of motor vehicle modernization. They must also conduct a survey of motor vehicle inspection stations and consider factors like public safety, air quality, cost savings for vehicle owners, state revenue impacts, and effects on the inspection station industry. By March 1, 2026, NCDOT and DEQ must submit a detailed report to the North Carolina General Assembly and Fiscal Research Division, presenting their findings and legislative recommendations, which may include proposed changes to inspection program exceptions and fee structures. The bill becomes effective immediately upon becoming law.
