This bill allows reorganized common sewer districts that are already authorized to operate sewer systems to also acquire, construct, maintain, and operate combined waterworks and sewerage systems. Specifically, the bill enables these districts to create a comprehensive water infrastructure system that can include existing sewerage systems, existing waterworks, new sewer systems, or new waterworks facilities, or any combination of these. The bill requires the sewer district to adopt a resolution declaring that its waterworks and sewerage systems will be operated and maintained as a unified combined system, which can also include future improvements or extensions. The legislation ensures that all existing provisions of the chapter will apply to these combined systems, including the ability to issue bonds funded by revenues from the combined waterworks and sewerage system, just as they would for sewer treatment facilities. This change provides greater flexibility for local sewer districts to comprehensively manage and develop water and wastewater infrastructure in their service areas.
