This bill directs the chief administrative judge of the New York unified court system to conduct a comprehensive study on the housing court guardian ad litem (GAL) program. A guardian ad litem is a court-appointed advocate who represents the best interests of vulnerable parties, often children or those unable to represent themselves. The study will examine several key aspects of the program, including the total number of guardians ad litem appointed in New York state during fiscal years 2025 and 2026, the number of GAL appointments that have been reimbursed by various agencies or organizations, a detailed accounting of funding sources and budget allocations for the program, and an analysis of current GAL compensation structures. The goal is to develop proposals that will improve GAL recruitment and retention. The chief administrative judge is required to consult with various state agencies and departments during the study and must publish a report to key state government leaders by July 1st of the year following the bill's enactment. The bill will take effect immediately upon becoming law.
