This bill modifies the expiration timeline for local government health care provider participation programs in certain Texas counties. Currently, a local government's authority to administer and operate such a program expires two years after adopting an authorizing order or ordinance. The bill specifically extends the authority for counties meeting three specific criteria: (1) having a population of one million or more, (2) containing all or part of a municipality with a population of one million or more, and (3) being located adjacent to a county with a population of 2.5 million or more. For these counties, the program's authority will now expire on September 1, 2030, instead of following the previous two-year expiration rule. The bill will take effect immediately if it receives a two-thirds vote in the Texas legislature, otherwise it will take effect on September 1, 2025. This modification appears designed to provide longer-term stability for health care provider participation programs in larger, densely populated counties.
