This bill amends existing Idaho law to update how the state manages administrative hearings and financial allocations. Specifically, the bill modifies Section 67-3531 to include the Office of Administrative Hearings in the list of state services for which cost estimates will be prepared annually by the Division of Financial Management. The bill repeals an existing section related to administrative hearings and creates a new section (67-5285) that establishes a process for billing state agencies for administrative hearing services. Under the new provisions, the Division of Financial Management will determine the amount to be billed to state agencies for administrative hearing services by November 1 each year, and these agencies will be required to pay the assessed amount in the following fiscal year. The collected funds will be deposited in the indirect cost recovery fund and then transferred to the state general fund before the end of the fiscal year. The bill declares an emergency and will take effect on July 1, 2025, which allows for immediate implementation of these changes to state administrative and financial processes.
