This bill establishes three distinct missing persons alert systems in Arkansas, all to be administered by the Division of Arkansas State Police. The Arkansas Amber Alert System will focus on alerting the public about abducted children, with the division responsible for coordinating law enforcement efforts and establishing activation criteria. The Arkansas Silver Alert System will disseminate statewide alerts for missing seniors and adults with cognitive disorders, again with the division setting activation guidelines. A new Missing Endangered Adult Advisory System will be created to help locate missing adults with mental, cognitive, intellectual, developmental, or brain injuries who do not qualify for the Silver Alert System. This new system includes important safeguards to protect the privacy and dignity of missing individuals, ensuring that an advisory is only activated when it is the most likely method to return the person to safety and when sufficient descriptive information is available. The system will not be used for individuals determined to be suicidal. The Department of Public Safety is authorized to create rules to implement these alert systems, and the Division of Arkansas State Police will be responsible for establishing activation procedures, monitoring system use, and coordinating with local law enforcement to ensure appropriate implementation.
