This bill makes two key changes to existing Connecticut state law. Second, in Section 2, the bill expands municipal referendum rights for permit approvals, specifically allowing electors in municipalities with 16,000 or fewer residents (changed from the previous 10,000 threshold) to petition for a town referendum to reverse permit approvals or denials made by the commissioner under section 22a-20a. The referendum process would follow existing voting procedures, and if voters affirmatively vote to reverse a permit decision, that vote would override the commissioner's original approval or denial. The changes to the first section take effect on July 1, 2025, while the changes to the second section take effect immediately upon passage.
