This bill aims to address how federal benefits for youth in state custody (such as foster children and youth involved in the juvenile justice system) are managed. Specifically, the bill proposes to direct these federal disability and survivor benefits to an account managed by the Office of the Treasurer. A study committee will be established to recommend how these funds should be distributed back to the individual once they age out of state custody. Additionally, the bill tasks the Department for Children and Families with leveraging available federal funds for legal representation in foster care proceedings (as defined under 45 C.F.R. Part 1356) to help offset any potential funding reductions for the department.
