This bill establishes a two-year pilot program within the Children, Youth and Families Department (CYFD) called the Perinatal Investigation and Support Unit, designed to investigate and assess reports of substance-exposed newborns from healthcare providers statewide. The unit will be staffed by qualified trauma-informed perinatal professionals who will use an evidence-based intensive care coordination model recognized by federal prevention services clearinghouses. The professionals will investigate reported cases and provide support for affected families, working in coordination with the Department of Health's maternal health program, the Health Care Authority, and the Early Childhood Education and Care Department's home visiting program. To fund this pilot program, the bill appropriates $100,000 from the general fund for fiscal years 2026 and 2027, with any unused funds reverting back to the general fund at the end of fiscal year 2027.
