This bill amends Kentucky law regarding the annual medicinal cannabis report by removing the mandatory requirement that the Cabinet for Health and Family Services collaborate with the University of Kentucky College of Medicine and the Kentucky Center for Cannabis when compiling the report. Instead, the bill allows the cabinet to optionally consult with these entities during report preparation. The annual report will continue to be required, submitted no later than December 1 each year beginning in 2024, and will still need to include comprehensive details about the state's medicinal cannabis program, such as the number of patient and business license applications, medical conditions certified, revenue generated, enforcement costs, and other key metrics. The bill maintains the requirement that the report protect patient privacy by complying with HIPAA regulations and not disclosing identifying information about cardholders or licensed cannabis businesses. The change appears to provide the Cabinet more flexibility in preparing the annual report while maintaining the substantive reporting requirements established in previous legislation.
