This joint resolution directs the establishment of a Gun Violence Prevention Task Force by the Legislative Research Commission to comprehensively study gun violence in Kentucky. The task force will be composed of 19 members, including state legislators, government officials from various departments, and representatives from diverse backgrounds such as research institutions, hospitals, gun stores, community organizations, and victims' advocacy groups. The task force's primary responsibilities include studying the causes and contributing factors of gun violence, reviewing data on fatal and non-fatal gun-related incidents, examining the impact on the Medicaid budget, assessing existing laws, reviewing actions taken by other states and the federal government, identifying prevention resources, and recommending new or modified laws to reduce gun violence rates. The resolution highlights Kentucky's high gun violence rates, noting a 38 percent increase in gun deaths from 2013 to 2022, with an average of 826 Kentuckians dying annually from gun violence. The task force is required to meet at least monthly during the 2025 Interim and submit its findings and potential legislative recommendations to the Legislative Research Commission by December 1, 2025, with the goal of addressing gun violence while maintaining respect for citizens' constitutional right to bear arms.
