Specifically, the bill prohibits compensation for referring veterans to benefits assistance, bars charging fees within one year of active duty release, and mandates that any fee agreements must be in writing, contingent on successful outcomes, and not exceed three times the one-month benefit increase. The legislation also restricts service providers from using international call centers, aggressively soliciting business, accessing personal login information, or using medical professionals with whom they have a business relationship. Furthermore, providers must provide a clear written and verbal disclosure stating they are not affiliated with official veterans' affairs organizations and that free services may be available. Violations of these provisions will be considered deceptive trade practices, with one exception: attorneys and law firms are instead governed by federal regulations (38 C.F.R. sec. 14.636) when providing veterans' benefits assistance.
