This bill modifies Kentucky's teacher scholarship and dual credit scholarship programs to provide more flexibility and remove certain repayment obligations. Specifically, the bill eliminates the requirement for teacher scholarship recipients to repay their scholarships through teaching service, caps scholarship amounts at the highest in-state tuition rate for teacher preparation programs, and expands dual credit scholarship eligibility to include high school freshmen and sophomores. The legislation allows students to receive up to two career and technical dual credit courses per academic year and two general education dual credit courses during grades 11 and 12. For students in a teaching and learning career pathway, up to 20 dual credit courses are permitted. The bill also repeals the Teacher Recruitment Student Loan Forgiveness Pilot Program effective June 30, 2026, and stipulates that any remaining funds from that program will be redirected to the teacher scholarship program. Additionally, the bill nullifies any existing repayment obligations for students who received funds under the previous loan forgiveness program, effectively forgiving any outstanding loans. The changes aim to make teacher and dual credit scholarships more accessible and reduce financial barriers for students pursuing education and teaching careers.
