This bill establishes the Youth Sports for All Act, which creates a Blue Ribbon Commission to study the potential development of a centralized California Department of Youth Sports or equivalent entity. The commission must submit its findings to the Legislature and Governor by January 1, 2028, with implementation contingent upon legislative appropriation or obtaining funds from federal, nonprofit, or private sources. A special fund will be created to support the commission's work, and the entire initiative is set to expire on January 1, 2033. The bill aims to address current challenges in youth sports, including inconsistent coaching standards, unequal access, and financial barriers that prevent many children from participating in organized sports.
