This bill expands the Department of Housing and Community Development's (HCD) ability to provide loans and grants to rehabilitate, fund operating reserves, and extend the affordability of housing projects, including those that are at least 15 years old, serve low-income households, and lack sufficient funds for rehabilitation (referred to as "challenged developments"). It also mandates that cities and counties conduct annual inspections of all homeless shelters within their jurisdiction, in addition to responding to complaints, and requires shelters to prominently display occupant rights and complaint procedures, as well as provide this information in writing to new occupants. Furthermore, the bill allows for the recovery of attorney's fees and costs in legal actions to enforce these provisions, permits HCD to bring civil actions for enforcement, and requires cities and counties to submit annual reports on homeless shelter complaints and violations, with HCD authorized to withhold state funding from those that fail to comply with reporting or enforcement duties.
