This bill requires the California Department of Education to develop a model policy by June 30, 2026, addressing cyberbullying that occurs outside of school hours and off school campuses. The policy will provide guidance on addressing cyberbullying incidents that are severe or pervasive enough to create an intimidating or hostile educational environment for students in grades 4-12. The department will consult with stakeholders and may use existing frameworks like the Multi-Tiered System of Supports, which includes restorative justice, trauma-informed practices, and social-emotional learning to help students understand the impact of their actions and repair harm. By July 1, 2027, each local educational agency (including school districts, county offices of education, and charter schools) must either adopt the state's model policy or create their own policy with stakeholder input. These agencies are authorized, but not required, to address off-campus cyberbullying incidents and must post their adopted policy on their websites. The bill also includes a provision that if the Commission on State Mandates determines the bill imposes additional costs on local agencies, the state will provide reimbursement for those costs.
