This bill amends existing California law to explicitly include women with children as a priority population in homelessness services and planning. It requires cities, counties, and continuums of care (regional planning bodies coordinating housing and homeless services) receiving state funding to develop comprehensive analyses and goals addressing the specific needs of families, domestic violence survivors, and unaccompanied women when creating homeless services strategies. The bill mandates that these local entities must incorporate data from victim service providers, ensure their homelessness responses include victim service providers, address the connection between homelessness and justice involvement, and disaggregate the number of shelter beds available through victim service providers. Additionally, the Interagency Council on Homelessness must set measurable goals to prevent and reduce homelessness among these populations, including decreasing the number and duration of homeless experiences, reducing service barriers, and providing technical assistance to local agencies. The council is required to establish initial goals by January 1, 2025, and evaluate them at least every two years. If the Commission on State Mandates determines the bill imposes additional costs on local governments, the state will provide reimbursement for those expenses.
