This bill establishes the Career Apprenticeship Bridge Program, to be managed by the Division of Apprenticeship Standards, with the goal of creating apprenticeships for individuals aged 16 to 24, both in and out of school. The program aims to streamline the approval of industry pathways for pre-apprenticeship and apprenticeship programs, connecting high school students with college-level apprenticeships and supporting adult education participants. It will also offer paid training and supportive services to out-of-school youth, establish a data system for better decision-making, identify resources for youth apprenticeships, and foster partnerships between educational agencies, state departments, and employers. The Division of Apprenticeship Standards will collaborate with the State Department of Education and the California Community Colleges to develop program guidelines, identify regional intermediaries to support implementation, and create a fast-track approval process for industry pathways. Furthermore, the division is required to report to the Legislature by January 1, 2028, on barriers to employer involvement and to maintain a public dashboard by January 1, 2030, tracking participant outcomes.
