This bill provides a pathway to permanent resident status for two specific individuals, Ruslana Melnyk and Mykhaylo Gnatyuk, by creating a special legislative provision that bypasses standard immigration procedures. Under this bill, these individuals would be eligible to apply for an immigrant visa or adjust their status to become lawful permanent residents, provided they file their applications with appropriate fees within two years of the Act's enactment. If they enter the United States before the filing deadline, they will be considered to have entered and remained in the country lawfully. To offset their immigration, the bill instructs the Secretary of State to reduce the total number of immigrant visas available to natives of their birth country by two visas in the current or next fiscal year.
