This bill requires public housing authorities to conduct and submit a physical needs assessment (PNA) every five years to the commissioner of housing and community renewal, as well as to the senate president and assembly speaker. A PNA is defined as a standard real estate management procedure that involves periodically examining and evaluating property to determine a long-term replacement schedule and associated costs for major property components. The assessment serves multiple purposes, including helping authorities develop preventative maintenance plans, perform due diligence during property transactions, create marketing strategies, plan budgeting, and support grant applications. The PNA is intended to help housing authorities assess the viability of their real estate for continuing to serve its intended purpose in the future. The bill amends Section 37 of the public housing law to add this new requirement and takes effect immediately upon passage.
