Bill Summary

Under current law, when a vehicle registration is renewed for the applicable registration year, the department of transportation (DOT) issues an annual validation sticker indicating payment of annual registration fees, as authorized by Code section 321.34(2), in lieu of issuing new registration plates. The DOT must issue one validation sticker for each set of registration plates, and the sticker must specify the month and year of expiration of the registration. The sticker is required to be displayed only on the rear registration plate, except that the sticker must be displayed on the front registration plate of a truck tractor. This bill exempts vehicles designated by a registrant as a vehicle in a fleet from the validation sticker requirements. Accordingly, the DOT is not required to issue an annual validation sticker for such fleet vehicles and a sticker is not required to be displayed on the registration plate of such vehicles. The DOT is required to issue a single registration plate and registration receipt for each fleet vehicle pursuant to apportionment agreements or provisions authorized under Code chapter 326 (registration reciprocity). For purposes of the bill, a “fleet” vehicle is one or more H.F. _____ apportionable vehicles designated by a registrant for distance reporting under a registration reciprocity agreement among states of the United States, the District of Columbia, and provinces of Canada providing for payment of apportionable fees on the basis of total distance operated in all jurisdictions, published by international registration plan, inc., and available on the plan’s internet site.
