This bill establishes a comprehensive tuition assistance and training program for direct support professionals (DSPs) working with individuals with developmental disabilities. The legislation creates two main programs: a direct service professional credit program and a career ladder program, both of which will be developed through collaboration between state and city university boards of trustees and the Office for People with Developmental Disabilities. The direct service professional credit program aims to create community college training programs that link theoretical learning with practical experience, while the career ladder program will offer pathways to an associate's degree in health/human services or related certificates. The bill provides tuition assistance grants covering up to 50% of tuition costs for eligible DSPs enrolled at least part-time in these programs. Furthermore, upon successful program completion, the employing agency will be required to reimburse the community college for half of the employee's training or tuition costs. These initiatives are designed to improve workforce development, create educational opportunities, and enhance the professional skills of individuals supporting people with developmental disabilities. The program will take effect for academic semesters, quarters, and classroom hours beginning on or after January 1, 2027.
