This bill modifies existing Texas transportation code to expand toll discount programs for electronic toll collection customers. Currently, toll project entities may establish discount programs, but this bill mandates that if such a program exists, the entity must also regularly update customer information to ensure eligible individuals receive their discounts. The bill expands the categories of people who qualify for free or discounted toll use beyond those with vehicles registered for specific veteran-related license plates to now also include anyone who is 65 years of age or older. This means that senior citizens will now be able to receive toll discounts, in addition to the existing provisions for certain veteran-registered vehicles. The changes will take effect on September 1, 2025, giving toll project entities time to update their systems and processes to implement the new requirements. By broadening the eligibility for toll discounts, the bill aims to provide financial relief to more members of the community, particularly seniors who may be on fixed incomes.
