This bill requires the New York State Department of Health to establish health centers within New York City Housing Authority (NYCHA) campuses, with at least one center in each borough, no later than 180 days after the bill's effective date. These health centers, located on the first floor of community spaces, will provide basic health services including primary and preventative care, prenatal care, medical screenings (for vision, hearing, asthma, tuberculosis, and other conditions), medical treatment, and specialty care focused on lead poisoning and mold exposure testing, with a particular emphasis on respiratory-related illnesses. The department must provide necessary resources such as medical testing materials, sanitary supplies, and personnel to operate these centers. The department will also be required to evaluate the effectiveness of these health centers annually, preparing a comprehensive report detailing resource allocation, primary care visits, testing frequencies, positive test results, and associated health outcomes. This report will be submitted to the governor, senate president, and assembly speaker by December 1st, 2027, and annually thereafter. The goal is to improve healthcare access and address specific health challenges faced by NYCHA residents.
