This bill addresses foreign ownership of agricultural land in Washington State by implementing several key provisions. Starting July 1, 2025, the bill prohibits "foreign adversaries" (defined as foreign governments or individuals determined by the U.S. Secretary of Commerce to have engaged in conduct significantly adverse to U.S. national security) from acquiring agricultural land in the state. If a foreign adversary attempts to purchase agricultural land, the transaction will be considered void, with the title automatically transferring to the state of Washington without compensation. Importantly, the bill includes a clause ensuring it will not conflict with existing U.S. treaties. The legislation is declared an emergency measure, taking effect immediately upon passage, with the goal of protecting state agricultural resources and national security interests.
