AI Summary

This bill establishes a road construction business loss reimbursement program to help businesses that experience significant revenue declines due to road construction projects. The Michigan Department of Transportation (MDOT) will create and operate this program, which will provide grants of up to $15,000 per year to eligible businesses. To qualify, businesses must demonstrate a substantial revenue decline compared to their average profits from the previous three tax years. Businesses must apply using a department-approved form, and MDOT will review applications within 120 days, prioritizing grants based on factors such as revenue decline rate, construction duration, project proximity, traffic disruption, pedestrian access, and other relevant criteria. The bill creates a dedicated fund in the state treasury to support the program, with the state treasurer managing investments and deposits. MDOT will be responsible for administering the fund and will be required to submit an annual report to legislative committees detailing the program's utilization, including the number of applications received, business names, application statuses, and information about the construction projects that prompted the grant requests. The goal is to provide financial relief to local businesses negatively impacted by road construction activities.
